Lamadi water projectThe project funded by The Foundation for Civil Society (FCS) as grant making organization based in Tanzania. Project take place in Busega District and covered 5 wards of Lamadi, Kalemela, Nyashimo, Kiloleli and Badugu.

Implementation using social accountability monitoring tools to build the community capacity to demand improvement of service delivery in water sector as human rights.

Social Accountability Monitoring (SAM) promotes the recognition of basic rights and capabilities in order to improve service delivery.

FODEO is determined to establish the right of accountability to the community and the implementation of social and economic rights through the effective management of public resources allocated by the government to serve the community and actors who will provide legitimacy and clarification of the distribution of resources and presence.

FODEO uses SAM to support the Government's efforts to make government officials responsible for their duties. This is done through the mobilization of credible and respected voices from the District to the Region to develop political commitment and legal application in fighting poverty in Tanzania.

FODEO enables SAM through the provision of a variety of opportunities to the community, mainly in the Education, Health, Water and Agriculture fields, that directly impact citizens in its implementation regions in collaboration with the Government and non-governmental institutions that are its stakeholders.

 

Project Goal:

Improvement of service delivery in the water sector in Busega District.

 

Development Objective.

To build community capacity through a social accountability monitoring approach in order to demand transparency and accountability of water sector projects.

 

The situation of the Project before action.

  1. Community was not involving in implementation.
  2. Project contracted in low quality according the contractor agreement.
  3. The contractor was supposed to dig trenches for laying pipes at a height of 1.5m, but he was digging trenches at 40 cm.
  4. Poor community participatory
  5. Beneficiaries asked to contribute in connection of water out of contact plan needed to connect 500 beneficiaries for free.
  6. Delay completed according to the situation signed contract.
  7. Badugu water project was abandoned in 1987 and the households in the area struggled to receive water, even though water pumping machines and tanks were present at Badugu village.

 

Achievements

Lamadi water project

Enhance transparent and accountability in water sectors project As a result, the contractor opted to repeat all of the defects in the project at his own expense. He also decided to hold citizen meetings to inform them of the true state of the project. He also decided to install a water standpipe in the area chosen by the house owner.

In contrast to the beginning, there was no household discussion. The contractor made the decisions on his own and Mwabayanda village, which had been removed from the plan to get water service and was in the budget after SAM provided water around the village.

 

Kalemela water project

There were lobbying sessions held from the district to the national level for the project in Kalemela that used fuel. Power is now provided by electricity and solar. A tank with no fence or cover has been improved, and water service that was available for 4 hours is now available 24 hours.

 

 

Nyashimo Ward water project.

In the construction contract given to the contractor, it was shown that about 500 citizens would be connected to water for free. However, required to contribute TSH 50,000/= during the implementation of the project.

The Social Accountability Monitoring made Expenditure Tracking System (PETS) revealed that the community contribution was done in an irregular manner and the decision sessions decided that the money should be returned to the household, and the contract should be followed up and 500 household should be connected to free water service. And money was contributed retuned to project beneficiaries with total amount Tshs 2,200,000/=.

 

Kiloleli water project:

The contractor was supposed to dig trenches for laying pipes at a height of 1.5 m. But he was digging at 40 cm. SAM activities enabled the contractor to repeat the excavation of the trenches and the whole project was repeated.

 

Badugu water project:

The water project was abandoned in 1987 and the households in the area struggled to receive water due to unsatisfactory management. Even though water pumping machines and tanks were present at Badugu village, when SAM activities were held, advocacy activities were conducted starting from the district, region, and up to the national level to improve water resource management.

In another project, a deep well and a tank were constructed; the people have access to water 24 hours a day. This done after national government agreed to to provide Tshs Mil 393 from COVID -19 Funds.
